Dana Barros Jersey , Sept. 5 (Xinhua) -- The European Union on Tuesday called for transparent, credible and peaceful presidential re-run in Kenya proposed for Oct. 17 amid opposition from presidential candidate Raila Odinga.
The EU High RepresentativeVice-President Federica Mogherini said in a statement issued in Nairobi that a peaceful election campaign will require political leaders to use their authority.
"All institutions involved in the re-run of the elections should now be given the space to continue to work independently and start preparing for new transparent, credible, inclusive and peaceful elections, fulfilling all the requirements of the Constitution and the election law," Mogherini said.
The EU official's statement comes hours after opposition leader, Odinga said on his National Super Alliance (NASA) coalition would not participate in the re-run of a presidential election proposed for Oct. 17 unless it is given "legal and constitutional" guarantees.
Odinga is demanding audit of technology in full compliance with the law, noting that the electoral body should establish a transparent and accountable framework for integration of technology.
According to Odinga, the electoral body must take immediate steps to engender transparency and accountability in the electoral planning and infrastructure.
He said technology integration must be done transparently and must be amenable to a full audit by the commission and stakeholders. "You cannot do a mistake twice and expect to get different results," Odinga told journalists in Nairobi.
Mogherini said the Supreme Court's ruling, ordering of a re-run of the presidential elections, is a strong demonstration of the independence of the Kenyan judiciary and the strength of national democracy.
"The appeal procedure is in line with the democratic process as prescribed in the Constitution of Kenya," Mogherini said.
She said the court decision at the crucial time requires all political forces and the Kenyan people to act with the highest sense of responsibility and full respect for the rule of law and the Constitution.
Mogherini said the EU is continuing to support Kenya in these efforts, noting that the EU Election Observation Mission will stay in the country until the completion of the electoral process.
"Kenya is a key partner for the European Union in the region and we are committed to strengthening our relationship further after the elections," she said.

TOKYO, Sept. 1 (Xinhua) -- Former Foreign Minister Seiji Maeharawas selected by the main opposition Democratic Party on Friday asits new leader, seeing off his rival Yukio Edano, a politicalheavyweight who previously served as chief cabinet secretary whenthe party was in power.
On winning the top party's post, Maehara said in his acceptancespeech that it was paramount for the Democratic Party to mount aserious challenge to the ruling Liberal Democratic Party (LDP), asthe public, as things stand, see no other viable party.
"We must change this dangerous current political situation, inwhich the public can only choose the LDP, or pin their hopes onsomething whose form is still unknown," Maehara said.
"I vow together with you all to break out from this difficultsituation, not for our own sake but for the public's sake," Maeharasaid at a party convention held in Tokyo for his fellowlawmakers.
Maehara won a majority 502 points, that comprised votes from theparty's supporters, local and national lawmakers, as well ascandidates likely to run in the next general election.
Edano, for his part, a prominent figure for the public duringthe March 2011 earthquake and tsunami disasters, won 332 points inthe leadership contest.
During the leadership race, Maehara successfully garnered thesupport of conservative factions within the party, while Edanosecured the support of more liberal members.
Maehara, 55, previously led the main opposition party when itwas known as the Democratic Party of Japan (DPJ). The party was inpower between 2009 and 2012.
The Democratic Party's presidential election was brought aboutafter former leader Renho announced her resignation from the toppost following a dismal performance by the party in the Tokyometropolitan assembly election in July.
Tokyo Gov. Yuriko Koike's newly-launched Tomin First no Kai(Tokyoites First party) emerged a solid winner in the metropolitanassembly, which is known to be a barometer of the future directionof national politics.
At the time of the metropolitan assembly, Renho and theDemocratic Party failed to capitalize on a series of scandalsplaguing the LDP at the time, including an influence-peddlingscandal which implicated Prime Minister Shinzo Abe, who also leadsthe LDP.
The Democratic Party itself has been hit by a number of itsmembers jumping ship due to their dissatisfaction with the party'slack of clout in parliament and overall tenuous leadership.
The party leadership election comes at a time when theopposition camp is realigning itself to better tackle the LDP inthe next lower house election, with Maehara stating that unitywould be key to the party's and the opposition camp's futuresuccess.
